Understanding Initial Alternate ELPAC Summary Reports
Test Results Definitions
Number Enrolled—A count of students in the selected entity (i.e., state, county, district, school, or student group) whose English Language Acquisition Status was To Be Determined (TBD), plus those with locked scores in the Local Scoring Tool at the end of the testing window.
Number Tested—A count of students in the selected entity
(i.e., state, county, district, school, or student group) who were administered the Initial Alternate ELPAC.
Number Tested with Scores—A count of students with valid scores in the selected entity
(i.e., state, county, district, school, or student group) who were administered the Initial Alternate ELPAC.
Mean Scale Score (Overall)—The sum of scale scores for students with scores in the selected entity
(i.e., state, county, district, school, or student group) divided by the Number of Tests with Scores.
Note: The percent of students in the selected entity (i.e., state, county, district, school, or student group) at a particular performance level is the sum of the number of students at a particular performance level divided by the total number of students across all performance levels for that entity.
Reporting Level Descriptors
Level | Description |
Initial Fluent English Proficient (IFEP) |
Students at this level have sufficient English language proficiency. They may need occasional linguistic support to enable them to access adapted grade-level content in English.

Intermediate English Learner |
Students at this level have moderate English language proficiency. They may need frequent linguistic support to enable them to access adapted grade-level content in English.
|
Novice English Learner |
Students at this level have minimal English language proficiency. They need substantial linguistic support to enable them to access adapted grade-level content in English.
